Accreditation

Accreditation is the process that ensures our service providers offer effective and suitable organizations. This is by looking at whether financial, policy and management systems ensure competent service delivery to vulnerable people.
 
Administering Authority

The body which will receive the Supporting People Grant and administer contracts for Supporting People services on behalf of the Joint Commissioning Body

Annual Investment Statement

Best Value

A duty on local authorities to review the services they provide for local people and improve them by the best means available. This must be done in consultation with the people who use the services and the wider local community.
 
Block contract

A contract which guarantees funding of a service for a defined period, the details having been agreed in advance.
 
BME

Black Minority Ethnic.
 
Care & Repair

Organisation that helps older and disabled people carry out repairs and improvements to their home.

Communities and Local Government - this is the national Government department for housing and support.
 
Commissioning Body

A group of elected Councillors and board members from the County Council, District/Borough Councils, the Health Service and the Probation Service in Essex responsible for agreeing the Supporting People programme in Essex.
 
Community Alarm

A system for older and disabled people to call help in case of emergencies.
 
Community Safety

National Government policy and local strategies and plans relating to reducing crime and improving the safety and well-being of local people.
 
Core Strategy Development Group (CSDG)

The steering group for the Devon Supporting People Team.
 
County Manager

A County Council Officer responsible for social services across Essex for a specific group of people (e.g. Older People)
 
Cross-Authority Provision

A service designated to provide support for service users originating from another administering authority's area.

Floating Support

Support provided to tenants and owner-occupiers in a number of different properties, rather than attached to a specific property.
 
Foundations

The National Co-ordinating Body for Home Improvement Agencies (HIAs) under a four year Government contract awarded by the Department of Transport, Local Government and the Regions. Its main roles are to: develop and expand the HIA movement; provide advice, training and support to the staff, managing agents and sponsoring authorities of the HIAs; monitor the activity and performance of HIAs; and represent the HIA sector in discussion with Government and other stakeholders.

Joint Commissioning Body (JCB)

A body set up to develop and oversee housing-related support services which are funded through the Supporting People Grant. The Commissioning Body will usually delegate the day-to-day administration of the Grant to the Administering Authority.

LSVT Authority

LSVT stands for Large Scale Voluntary Transfer (of local authority housing stock). LSVT Authority denotes a local authority that has transferred its housing stock to a Registered Social Landlord.
 
Managing Agent

Organisation providing housing management services on behalf of another body, often a Registered Social Landlord. The managing agent may also provide support services
 
Ministerial Steer

The guidance given by the Government on the priorities for the Supporting People programme in the future.
 
National Service Framework

Developed by the National Housing Federation to set national standards for supported housing. Describes, evaluates and continuously develops services.

Out of County Placement

Used to describe situations where a person from Essex needing care has been placed in a service outside Essex
 
PAG

Probation Accommodation Grant; paid by the Home Office to probation services to fund accommodation and support to ex-offenders. Funding for support will transfer to Supporting People Grant from April 2003.

Pipeline Scheme

A service which is in the process of being planned or set up and which will commence operation after 1st April 2003.
 
Providers

Organisations, companies, charities and individuals that provide support services to people.
 
Registered Social Landlord (RSL)

A non profit-making voluntary group, generally a Housing Association, formed to provide affordable housing.
 
Resettlement Service

Support services for people who are leaving long-term institutions to live in the community.

Service Reviews/Service Review Programme

The system of examining the quality of services funded by the Supporting People programme
 
Sheltered Housing

Aimed at older and/or disabled people. Includes grouped housing with resident or visiting warden, bungalows and flats that are dispersed.
 
SHG

Social Housing Grant - a grant paid by the Housing Corporation to a Registered Social Landlord to fund a housing development, or Local Authority Social Housing Grant paid by authorities for the same purpose and subject to Housing Corporation requirements.
 
SHMG

Supported Housing Management Grant
 
SITRA

A national organisation providing training, support and consultancy services for organisations involved in the Supporting People programme.
 
Social Inclusion/Exclusion

The national Government policy aimed at ensuring people are not left vulnerable or outside of mainstream society.
 
SP3 Form

A Government produced form used by the County Council to collect information on supported housing services in the County.
 
Spot Contract

This type of contract may be used where a scheme provides respite or flexible services, or is a one-off arrangement, and where payment is made only for the period of time when the service user actually receives the service.
 
SSD

Social Services Department
 
Support Provider

Organisation providing housing-related support services - could include registered social landlords, voluntary sector organisations, local authorities and the private sector.
 
Supported Housing Index

A system operated by the County and District/Borough Council’s to record and collect information on people in need of supported housing services.
 
Supported Housing Management Grant

Housing Corporation revenue funding for Registered Social Landlord-supported housing services. From April 2003 this will transfer to the Supporting People Grant.
 
Supporting People Grant

The sum of money paid to the Administering Authority by the Department of Transport, Local Government and the Regions from 1st April 2003 for the purpose of funding housing-related support services previously funded from funding streams that have been replaced by the Supporting People Grant.
 
THBS

Transitional Housing Benefit Scheme. This scheme will cease in April 2003, and the money will be transferred to the Supporting People Grant.

Two Tier Authority

Where there are two tiers of local government in an area, with split responsibilities for local government services – e.g. County Council (social services, education) and District/Borough Council (health, refuse collection, leisure services)
 
Unitary Authority

A local authority that is responsible for all the local government services in its area
 
Unmet need

Used to describe the situation where there are not currently services in place to meet the identified needs of people in the area.
